Parks, Trails, Open Spaces Master Plan
In early 2018, the City began the process to undertake a comprehensive Parks, Trails and Open Spaces Master Plan – an update to the 2005 Parks and Open Spaces Master Plan. The City had successfully worked with the Mount Arrowsmith Biosphere Region Research Institute and Vancouver Island University Master of Community Planning Program students on the Community Park Master Plan review and update and the City again contracted them to complete the Parks, Trails and Open Spaces master plan.
To date, activities have included a parks and trails inventory, policy analysis, extensive community engagement, mapping and research into best practices. The students conducted a variety of public consultation activities such as community events, open houses, individual and group interviews, comment boxes and an online survey as well as many meetings with parks staff all of which assisted the students to draft the new plan for Council consideration.
The final public open house to receive comments on the draft master plan was held on April 23, 2019. The VIU and MABRRI consulting team presented the final plan at the June 3, 2019, regular Council meeting and the plan was approved in principle by Council. Council directed staff to create an implementation strategy to address the recommendations in the master plan.
