NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held by the Council of the City of Parksville on Monday, February 1, 2021, at 3 pm via electronic means, in accordance with provincial health regulations and Ministerial Order M192 resulting from the COVID-19 pandemic, to consider public representations on the following bylaw:
"ZONING AND DEVELOPMENT AMENDMENT BYLAW, 2020, NO. 2000.130" proposes to amend "City of Parksville Zoning and Development Bylaw, 1994, No. 2000".
In general terms, the purpose of the proposed amendment is to create the Comprehensive Development Zone CD-30 intended to designate land for the purpose of accommodating tourist accommodations, high-density residential uses and care uses and to rezone the properties legally described as Parcel A (DD 378477I) of Lot 2, District Lot 106, Nanoose District, Plan 6988 Except that part in Plan VIP52183 [PID: 005-791-847] (480 Island Highway West) and Lot A, District Lot 106, Nanoose District, Plan 26392 [PID: 002-760-924] (490 Island Highway West) as shown shaded on the map below from the Single Family Residential RS-1 zone to the Comprehensive Development CD-30 zone.
INSPECTION OF PROPOSED BYLAWS AND RELATED MATERIALSA copy of the proposed bylaw and documents are available for viewing from Tuesday, December 8, 2020, to and including Monday, February 1, 2021, on the City's website using the following link: https://parksville.civicweb.net/filepro/documents/46675. To view the documents in person at the planning department, please note that an appointment is required due to COVID-19 restrictions; contact the planning department at 250 954-4656 to schedule an appointment.
CONDUCT OF HEARINGDuring the Hearing, the public will be allowed to make representations to City Council respecting matters contained in the proposed bylaw and all persons who believe their interest in property is affected by the proposed bylaw shall be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the bylaw.
Due to provincial health orders relating to the COVID-19 pandemic, in-person attendance at the hearing is not permitted.
Anyone wishing to watch the hearing, may view the livestream on the City's website. Options for those wishing to provide representation to Council are outlined below.ELECTRONIC PARTICIPATIONThe hearing will be held by Zoom webinar. You may wish to familiarize yourself with the Zoom platform prior to the hearing. More information about participating in this format is available on the Zoom website.

Once you have registered, you will receive an email confirmation with the meeting details, including a link to join the virtual hearing.
On the day of the meeting, use the link in your confirmation email to join the virtual hearing.
During the hearing, the Mayor will invite public input on the proposed bylaw.
If you wish to speak, use the "raise hand" button. Staff will unmute you when it is your turn to speak. You may receive a prompt asking if you wish to be unmuted; accept this prompt before attempting to speak.

To afford Council an opportunity to review all submissions, individuals are encouraged to submit correspondence prior to noon on the day of the hearing.

2021 COUNCIL MEETING DATES
Pursuant to Section 127 of the Community Charter and "Council Procedure Bylaw, 2018, No. 1541" a schedule of dates, times and places of City of Parksville regular municipal Council and Committee meetings for the year 2021 is posted on the City notice board at the Civic and Technology Centre, 100 Jensen Avenue East, Parksville BC, for viewing during regular office hours, Monday to Friday, excluding statutory holidays.
